#include <welder/annotations.hpp>
The stored form of a flags annotation on an enum type.
A semantic statement, not a rendering choice: instances of the enum carry OR-combined enumerator bits (and possibly bits no enumerator names), so a backend must not reject values outside the enumerator set. Each rod renders it in its own idiom — the Python rods bind an enum.IntFlag instead of an enum.IntEnum; a text-emitting rod may stamp the language's flags marker (C#'s [System.Flags]); the Lua rods, whose enums cross as plain integers, ignore it. Not language-scoped for the same reason keep_alive is not: every backend that has the concept honors it, the rest ignore it.
