Detailed Description

A scalar column's whole storage, for zero-copy array views: the raw exact-width buffer plus the facts to type it (rows x elements_per_row matrix, row-major).

NOT welded, and deliberately not nested in DynTable — a welded class's public nested types are bound with it, and a span member cannot cross a binding boundary; the bindings build their array views (numpy etc.) from this by hand.
