A _occ.wdt occlusion satellite for one client version (WoD+): the MAOI tile index and the packed MAOH heightmap block.

Both chunks are present but empty for WMO-only maps. Instantiate through the canonicalizing wdt::occlusion::WDTOcclusion alias, never directly.
